Training on learning disability and autism is no longer optional for health and social care staff. Since the Health and Care Act 2022 came into force, and following the strengthened Code of Practice introduced in September 2025, all CQC-registered providers must ensure their staff receive training on learning disability and autism that’s appropriate to their role. The Oliver McGowan Mandatory Training is the government’s preferred and recommended way to meet that requirement.
Why This Training Exists
The training is named after Oliver McGowan, a young man whose death highlighted serious gaps in how health and social care staff understood and supported autistic people and people with a learning disability. It was developed in direct response, co-produced with people who have lived experience of learning disability and autism, trialled with thousands of staff, and independently evaluated for effectiveness by the National Development Team for Inclusion (NDTi).
It isn’t just a recommended add-on. It’s now the benchmark the CQC uses to assess compliance with Regulation 18 (Staffing) of the Health and Social Care Act 2008 Regulations, which means it’s a genuine, checkable part of meeting your legal obligations as a provider.
What the Training Actually Covers
The training is delivered in two tiers, and which one your staff need depends on their role:
Tier 1 is for staff who need a general awareness of the support autistic people or people with a learning disability may need, typically those with indirect or occasional contact, such as administrative, reception, or estates staff. Tier 1 covers all of the Tier 1 capabilities set out in the national Core Capabilities Frameworks.
Tier 2 is for staff who provide direct care and support to autistic people or people with a learning disability. It includes everything in Tier 1, plus a focused selection of Tier 2 capabilities from the same national frameworks, so staff only ever need to complete one package, not both.
Both tiers start with an e-learning module covering the fundamentals: understanding learning disability and autism, communication approaches, and reasonable adjustments. From there:
- Tier 1 continues with an online interactive session
- Tier 2 continues with a face-to-face session, which by national requirement must be co-delivered with a facilitator, a co-trainer with lived experience of learning disability, and an autistic co-trainer
Who Needs This Training
If your organisation is CQC-registered, this applies to you. The exact tier your staff need depends on their level of contact with autistic people or people with a learning disability, and it’s the employer’s responsibility to assess this properly using the national frameworks, rather than assuming one tier fits everyone.
